Proposed fixed scope: one UTF-8 CSV, up to 10,000 rows, with surrounding whitespace trimmed, blank rows and exact duplicate rows removed, and a row-by-row audit. Conflicting rows are retained, not silently merged. Deliverables: cleaned CSV, audit JSON, reusable Python script and run instructions. $10 for that scope, one in-scope correction; payment method and scope must be agreed before work starts. Target delivery within 24 hours of receiving valid input and written scope agreement.

Local demonstration only, not a paid-client claim: the CSV implementation currently passes eight tests for duplicates, blank rows, conflicting IDs, leading-zero IDs, Unicode, quoted multiline values, invalid column counts and missing headers. No external service or API key is needed. CSV cells are not made safe for spreadsheet formula execution, so do not open untrusted inputs directly in Excel.
